Our chapter about „Development of an Austrian OER Certification for Higher Education Institutions and Their Employees“ got published right now – enjoy the interesting read 🙂

The “Forum Neue Medien in der Lehre Austria” (fnma) is responsible for the development and introduction of a procedure to attest open educational resources (OER) competences and OER activities in higher education. The aim is to develop and implement a convincing and recognized procedure that succeeds in sustainably promoting and making visible OER activities and OER competences at Austria’s higher education institutions. Within this paper, the development of the Austrian OER certification approach, in other words its framework, will be addressed. A working plan and first results will be presented; among others, the competence framework and its compatibility with existing frameworks.

Bei der fnma-Arbeitsgruppe zu offenen Bildungsressourcen dreht sich alles um die bisherige Entwicklung und Förderung von OER. Anfang Dezember 2021 ging es um Erfahrungen mit der Erstellung von strategischen Bekenntnissen und Maßnahmen österreichischer Hochschulen.

[publication] Teaching German as a Foreign Language with Open Educational Resources (OER) #OER #research

Our article about „Teaching German as a Foreign Language with Open Educational Resources (OER)“ got published in the International Journal of Emerging Technologies:

Abstract:
The focus of this research is to find OER to be used in learning German as a foreign language levels A1 to B1 of the The Common European Framework of Reference for Languages (CEFR) standards and to implement in teaching at University of Malang (Indonesia). An overview of the OER will be given, which was categorized language learning level, themes, among others level and themes. From the implementation in university classes with about 19-21 years old, our interviews with five lecturers and their answers in an online questionnaire showed that the OER material in learning did provide many benefits for lecturers and students, including the variety of materials, the forms, and the economic aspect. However, the existing OER still have some downsides, like their suitability to the needs of lecturers and students, in terms of their themes, the technical requirements and levels of difficulty.

Abstract:
Based on the increasing demand for and promotion of Open Educational Resources (OER, see (UNESCO (2019), this chapter describes the objectives of Graz University of Technology (TU Graz) in Austria for good teaching. A description of how the impact of OER at TU Graz will be analysed and considerations around it is the central contribution. In addition, the effects, and potentials of selected OER initiatives of the university are described as examples and discussed as key potential for good teaching. For a better understanding of the role of OER at TU Graz, the national context of OER in the Austrian higher education landscape is described at the beginning of the chapter.

Our publication about „OER Impact Assessment: A framework for higher education institutions and beyond. Approaches to assess the impact of Open Educational Resources“ got published.

Abstract:
The purpose of this paper is to provide an overview of approaches to and insights for impact assessment on open educational resources (OER) in higher education and building on this to sketch a framework for university focussed OER impact assessment. The authors describe the literature on impact assessment in the OER context and the existing contributions to OER impact assessment in higher education. Findings of the analysis are that there are few contributions on the effects of OER in general or of specific OER initiatives. Four contributions are presented in more detail. From these examples and the literature analysis, derivations, and challenges for OER impact assessment are drawn, such as the large diversity in OER purposes and the invisibility of the re-usage of OER. The contribution sketches a framework model for describing OER-relevant results, outcomes, and impact, and more specifically demonstrates how this can be done for exemplary OER-related objectives. This contribution is thus of relevance to funding bodies and institutions working in the context of higher education that wish to systematically evaluate and monitor statements about the effectiveness of OER activities according to the UNESCO (2019) OER recommendation.

Bei der GMW 2022 haben wir eine Publikation zu „Strategien zu offenen Bildungsressourcen an österreichischen öffentlichen Universitäten“ eingereicht, wo wir systematisch die Leistungsvereinbarungen der österreichischen Universitäten hinsichtlich OER untersucht haben.

Zusammenfassung:
Bezugnehmend auf eine Analyse der Rolle von offenen Bildungsressourcen (OER für „Open Educational Resources“) in den Leistungsvereinbarungen österreichischer öf- fentlicher Universitäten der Jahre 2019–2021 (Edelsbrunner, Ebner & Schön, 2021) werden in diesem Beitrag die Entwicklungen des vergangenen Jahres in Bezug zu OER und den Hochschulen in Österreich beschrieben. Zentral ist dabei die Analyse der neuen Leistungsvereinbarungen der 22 öffentlichen österreichischen Universitäten für die Periode 2022–2024 und der Nennung von OER-Aktivitäten. Dabei wird auf- gezeigt, dass nun alle öffentlichen Universitäten OER in den Leistungsvereinbarungen erwähnen, 16 der 22 Universitäten planen sogar weitreichende OER-Aktivitäten. Auch haben weitere Hochschulen OER-Strategien veröffentlicht.

Martin is invited to give a keynote talk at 9th International Conference on Computer Technology Applications (ICCTA 2023) in May 2023. He will give an overview and insights about our running projects on MOOCs, Learning Analytics and Open Educational Resources.

Abstract of the talk:
In this talk the different research fields of MOOCs, Learning Analytics and OER are addressed and brought together. Over a couple of years now, different proponents announcing MOOS or OER or Learning Analytics. Nevertheless, the idea is to put all the research results together and provide it as a service for education, especially in Higher Education.
Using the example from Graz University of Technology the talk will provide insights how we can deal with it in the future based on research findings and hands-on experiences with real student data.

Unsere gemeinsame Publikation im Open Education Austria Advanced Projekt ist nun erschienen mit dem Titel „Attraktive Lösungen für Open Educational Resources aus dem österreichischen Hochschulraum – ein Werkstattbericht von Open Education Austria Advanced“.

Zusammenfassung:
Open Education Austria Advanced ist ein Projekt mehrerer österreichischer Universitäten, das attraktive Lösungen für OER als Gesamtprojektziel verfolgt. Diese äußern sich im Rahmen eines OERhub (zentrale Meta-Suchmaschine für OER aus dem gesamten öst. Hochschulraum), dem Aufbau von lokalen OER-Repositorien und einer nationalen Zertifizierungsstelle mit passenden Qualifizierungsangeboten. Der weitreichende Wissenstransfer des Projekts in die österreichischen Hochschulen an der Schnittstelle von Bibliotheken, Zentralen IT-Services und Teaching & Learning Zentren trägt zur Sichtbarmachung und Nutzung von Synergien aus Open Science und Open Education bei, um einen Beitrag zur freien Nutzung von Bildungsinhalten aus der (Hochschul-)Lehre zu leisten und offene Praktiken analog zur Forschung zu etablieren (Open Access, Open Data).
